Following the “dieselgate”, an investigation within Europe has revealed quite marked disparities between the various member states in the application of European regulations for the approval of vehicles in Europe. This situation leads to a loss of confidence of the authorities in the processes of cars’ approval.
Furthermore, with the increasing introduction of complex electronic systems in vehicles, Europe wants to develop and strengthen the level of control for approval of these new systems to validate that the highest level of safety for the users is ensured.
To this end, Stellantis and Renault Group, within the framework of the SIA, have deemed it necessary to propose a common guide to best respond to the authorities by involving all stakeholders in the domain.

In September 2018, the Community of SIA experts, within the FQS Reliability Quality Safety working group, has started thinking about a common approach to deal with the approval of electronic system and the complex system (ADAS,…) embedded into automotive vehicles.
The concerned regulations are the UN-79 for the steering system and the UN-R13H for the braking system.
Regarding these regulations, strong reinforcements of the practices of the Technical Services (UTAC, TUV…) are expected, especially on the documentation audit and tests carried out.
In other hand, the Car Manufacturer shall face to this demand in a more complex and competitive environment and to strengthen regulations on General Safety Regulation on road vehicles (GSR 2).
The development of electronic system and complex systems and their integration into the vehicle is managed with different stakeholders contributing to the overall safety documentation. All the actors shall converge at the right time in the development planning to make succeed the vehicle’s approval for its commercialization.

This handbook address for application to all stakeholders involved in the approval processes of Electronic Systems and Complex Electronic Vehicle Control Systems (ES&CEVCS) to which the following UN regulation applies:

  • Annex 6 of ECE-R79 concerning the approval of vehicles regarding steering equipment
  • Annex 8 of ECE-R13H concerning the approval of vehicles regarding braking equipment.
